The university is named in honour of M. G. Ramachandran, popularly known as M.G.R., the actor-turned-politician who served as Chief Minister of Tamil Nadu. It was established by the Government of Tamil Nadu to consolidate the affiliation and regulation of health science colleges in the state, which had previously been distributed across general universities. By bringing medical, dental, nursing, pharmacy, physiotherapy and Indian systems of medicine institutions under a single specialised academic body, the state sought to standardise curricula, examinations and quality assurance in health professions education.
The university is primarily an affiliating institution rather than a single-campus teaching university. Its scope of activity covers, broadly:
Affiliated colleges include both government-run institutions, such as the older medical colleges of Tamil Nadu, and a large number of private and self-financing health science colleges across the state.
The university is governed by statutory authorities typical of Indian state universities, including a Chancellor (the Governor of Tamil Nadu, ex officio in state universities), a Vice-Chancellor as the chief academic and executive officer, a Syndicate, a Senate, an Academic Council and Boards of Studies for each faculty. It works in coordination with national regulators such as the National Medical Commission, the Dental Council of India, the Indian Nursing Council, the Pharmacy Council of India and corresponding councils for Indian systems of medicine.
As Tamil Nadu has one of the largest concentrations of medical and health science colleges in India, the university plays a central role in shaping the health workforce of the state. It is the certifying authority for a substantial share of doctors, dentists, nurses, pharmacists and allied health professionals trained in Tamil Nadu, and its examinations and curricula influence clinical training standards across the southern region.
