The series was developed by Imtiaz Ali, who is best known as a feature film director associated with works such as Jab We Met, Rockstar and Highway. She marked his first long-form streaming project, and was produced under his production banner Window Seat Films along with collaborators. Arif Ali, his brother, served as a co-creator and director, while Avinash Das also directed episodes of the show. The writing centres on themes of female agency, sexuality, class and policing in urban India.
The protagonist, Bhumika "Bhumi" Pardesi, is a low-ranking constable in the Mumbai Police. Estranged from her husband and burdened by family responsibilities, she is selected for an undercover assignment because her appearance allows her to pose as a sex worker. Working closely with senior officers, she is tasked with getting close to drug lord Sasya, an associate of the larger kingpin Nayak. As the operation deepens, Bhumi begins to discover a sense of personal power and desire that conflicts with the conservative environment in which she has lived.
The second season continues her undercover work, drawing her further into Nayak's network and into morally ambiguous choices that affect her family, her career and her identity.
The series was shot largely in and around Mumbai, with the city's chawls, suburbs, by-lanes and police establishments forming a recurring backdrop. Imtiaz Ali, Arif Ali and Avinash Das split directorial duties across the two seasons. The show was produced for Netflix as part of the platform's expansion of original Indian content alongside other Hindi-language crime series.

The first season received mixed reviews from Indian critics. Reviewers commonly praised Aaditi Pohankar's central performance and Vijay Varma's portrayal of Sasya, while opinion was divided on the show's pacing and its handling of sexuality as a narrative device. The second season also drew a divided critical response, with several reviewers noting the strength of the lead performance even as they raised questions about the writing of the conclusion. The series nonetheless contributed to wider attention on Aaditi Pohankar as a lead actor in Hindi streaming drama.
She is among the early Hindi-language Netflix originals to place a working-class woman police officer at the centre of a long-form crime narrative. It is often discussed in the context of the broader growth of Indian streaming drama after 2018, alongside titles such as Sacred Games and Delhi Crime, and for foregrounding female interiority within the conventions of an undercover-cop thriller.
