The university traces its origins to Shaheed Bhagat Singh College of Engineering and Technology, an engineering institute established in Ferozepur to provide technical education in the border districts of Punjab. The institute later expanded its scope and was upgraded to the status of a state university by the Government of Punjab, taking its present name in honour of Shaheed Bhagat Singh.
Ferozepur, where the campus is situated, lies in southwestern Punjab close to the international border with Pakistan and has historically been a centre of administrative and educational activity in the region. The university campus hosts academic blocks, laboratories, hostels, and sporting facilities serving students drawn primarily from Punjab and neighbouring states.
The university is organised into faculties and departments covering areas such as:
Programmes are offered at undergraduate, postgraduate and doctoral levels. The university also conducts research and supervises affiliated or constituent academic units in the region.
As a state university, it is governed under a state legislative Act of the Punjab Legislative Assembly. Statutory authorities typically include a Chancellor (the Governor of Punjab in an ex-officio capacity for state universities in Punjab), a Vice-Chancellor as the principal executive officer, and bodies such as the Board of Governors, Academic Council, and Finance Committee that oversee academic and administrative matters.
The university is one of the principal institutions of higher technical education in the Ferozepur region and contributes to skilled manpower development in border districts of Punjab. Its naming after Bhagat Singh links it symbolically to the legacy of the Indian independence movement, particularly the revolutionary stream associated with the Hindustan Socialist Republican Association.
