Rourkela emerged as a planned industrial township in the late 1950s around the Rourkela Steel Plant, one of the first integrated public-sector steel plants in India. As the urban population expanded, demand grew for educational institutions across multiple disciplines, including law. Rourkela Law College was established to address the need for formal legal education in this part of Odisha, which lies at a considerable distance from the older legal teaching centres in Cuttack and Bhubaneswar.
The college imparts instruction in subjects required by the Bar Council of India for entry into the legal profession, including constitutional law, civil and criminal procedure, contract law, jurisprudence, and family law. Like other law colleges in the state, it functions within the framework of higher education regulated by the Government of Odisha and is required to follow the curriculum standards prescribed by the Bar Council of India.
