The Regional Institute of Medical Sciences (RIMS) is a government medical institution in India that combines undergraduate and postgraduate medical education with a large public teaching hospital. Institutions bearing this name operate in several states, most notably in Manipur and Jharkhand, where they serve as principal referral centres for their respective regions. RIMS institutions are typically administered by state governments and are recognised by the National Medical Commission (NMC), the apex regulatory body for medical education in India. They offer programmes leading to the MBBS degree at the undergraduate level and MD, MS, and Diploma qualifications at the postgraduate level.
Because RIMS campuses function simultaneously as teaching hospitals and regional referral facilities, they occupy a significant place in the public health infrastructure of their states, particularly in areas where access to specialised medical care has historically been limited.
The concept of a Regional Institute of Medical Sciences emerged from India's broader post-independence effort to expand medical education beyond metropolitan centres. The Planning Commission and successive Five-Year Plans emphasised the creation of medical colleges in underserved regions to address shortages of trained doctors and to provide affordable tertiary healthcare to rural and semi-urban populations. RIMS institutions were established under this policy framework, with state governments receiving central assistance to set up and maintain them.
The Manipur campus, located in Imphal, is among the more widely documented RIMS institutions and has grown into one of the primary medical colleges of the North-East India region. The Jharkhand campus, located in Ranchi, similarly serves a large catchment area covering tribal and rural districts of the state.
RIMS offers a structured medical curriculum regulated by the National Medical Commission. The undergraduate MBBS programme follows the competency-based medical education (CBME) framework introduced by the NMC, which emphasises clinical skills alongside theoretical knowledge. The programme is divided into pre-clinical, para-clinical, and clinical phases spread across four and a half years of study, followed by a compulsory rotating internship.
Postgraduate programmes at RIMS cover a range of clinical and non-clinical specialities including General Medicine, General Surgery, Obstetrics and Gynaecology, Paediatrics, Orthopaedics, Anaesthesiology, Pathology, Microbiology, and others. Seats in postgraduate programmes are filled through the National Eligibility cum Entrance Test – Postgraduate (NEET-PG) conducted by the National Board of Examinations.
Some RIMS campuses also offer paramedical and nursing programmes, contributing to the broader allied health workforce of their states.
The attached teaching hospital at RIMS functions as a major public hospital providing free or subsidised care to patients from the state and neighbouring regions. Clinical departments cover primary, secondary, and tertiary care, including emergency services, intensive care, surgical theatres, diagnostic imaging, and laboratory services. Admission to the MBBS programme at RIMS is through the National Eligibility cum Entrance Test – Undergraduate (NEET-UG), conducted by the National Testing Agency. State quota seats are filled through state counselling authorities, while All India Quota seats are managed centrally by the Medical Counselling Committee (MCC).
Students at RIMS participate in academic societies, cultural festivals, sports meets, and community outreach programmes. Annual college fests and inter-college medical competitions are common features of student life. Many RIMS campuses have active student unions and departmental associations that organise seminars, workshops, and guest lectures.
