Background

The institution traces its origin to Raksha Shakti University, a state university established by the Government of Gujarat to train personnel for police and security services. Recognising the need for a national-level institution focused on policing and internal security, the Government of India upgraded it to a central university with broader mandate.

The Rashtriya Raksha University Act was enacted by Parliament, and the university began operating as a national institution in 2020. It absorbed the academic infrastructure and programmes of the earlier Raksha Shakti University.

Academic structure

RRU offers undergraduate, postgraduate, doctoral, diploma, and certificate programmes across several specialised schools. The academic portfolio is designed to build capacity for police forces, paramilitary services, intelligence agencies, private security organisations, and allied disciplines.

  • Police science and management
  • Internal security and counter-terrorism
  • Criminal law and criminal justice
  • Cyber security, digital forensics, and information security
  • Behavioural and forensic sciences
  • Strategic and security studies
  • Coastal and maritime security
  • Disaster management and physical education

Mandate and significance

As a central university under the Ministry of Home Affairs, RRU plays a distinctive role in the Indian higher education landscape. Its mandate includes:

  • Producing trained human resources for police, security, and correctional services.
  • Conducting research on internal security, policing reforms, and emerging threats such as cybercrime and terrorism.
  • Providing in-service training and capacity building for personnel of central and state security agencies.
  • Engaging in international cooperation in security education and research.

The university complements other national institutions in the security and policing domain, including training academies of the central armed police forces and state police academies, by focusing on academic education, research, and policy work.

Campus

The main campus is situated at Lavad in Gandhinagar district, Gujarat, with facilities for classroom instruction, simulation-based training, physical training, and residential accommodation. The university has also pursued the establishment of regional campuses and study centres in other parts of India to expand access to its programmes.
