The Government of Bihar, through the Department of Science, Technology and Technical Education, has expanded the number of government engineering colleges across the state during the 2010s and 2020s, with the objective of establishing at least one engineering college in every district. Rashtrakavi Ramdhari Singh Dinkar College of Engineering was set up at Begusarai under this broader initiative to widen access to technical education in Bihar.
The college's name commemorates Ramdhari Singh Dinkar, whose works such as Rashmirathi, Kurukshetra and Urvashi form a major part of modern Hindi literature. Dinkar's association with Begusarai gives the institution local cultural significance beyond its technical role.
The college conducts four-year Bachelor of Technology (B.Tech) programmes in core engineering disciplines. Admission to undergraduate courses is carried out through the centralised counselling process operated by the Bihar Combined Entrance Competitive Examination Board (BCECEB), based on candidates' performance in the Joint Entrance Examination (JEE Main) and applicable state-level reservation norms.
As a government engineering college in Bihar, the institution operates under the administrative oversight of the Department of Science, Technology and Technical Education, Government of Bihar. Academic affiliation, examinations and award of degrees for state government engineering colleges in Bihar are coordinated through Bihar Engineering University, Patna, which was established in 2021 to consolidate the affiliation of government technical institutions previously linked to Aryabhatta Knowledge University.
The college contributes to the regional availability of technical education in north-central Bihar, an area that historically had limited engineering capacity. By bearing the name of Ramdhari Singh Dinkar, it also functions as a public commemoration of the poet in his home district.
