Shukla emerged through the Jharkhand state cricket setup, which has been administered by the Jharkhand State Cricket Association (JSCA) and is a constituent member of the Board of Control for Cricket in India (BCCI). He developed primarily as a pace bowler within the domestic circuit.
Shukla has played in the Ranji Trophy, India's premier first-class competition, as part of the Jharkhand squad. He has also appeared in domestic limited-overs tournaments such as the Vijay Hazare Trophy and the Syed Mushtaq Ali Trophy, contesting in the East Zone alongside teams from Bengal, Odisha, Assam and Tripura.
Shukla was associated with IPL franchises during his career, gaining exposure to Twenty20 cricket at the highest domestic level in India. The IPL, organised by the BCCI since 2008, brings together international and domestic players in a franchise-based competition.
