Pargat Singh was born in Mithapur, a village near Jalandhar in Punjab, a region with a strong hockey tradition. He was educated at Lyallpur Khalsa College, Jalandhar, where he developed his game before being inducted into the Indian senior team in the mid-1980s.
Pargat Singh represented India across three Olympic Games — Seoul 1988, Barcelona 1992 and Atlanta 1996. He also played in multiple editions of the Hockey World Cup, the Champions Trophy, the Asian Games and the Asia Cup. He led the Indian team as captain during the early 1990s, including at the 1992 Barcelona Olympics.
Operating as a full-back, he was known for his anticipation, positional discipline, long-range clearances and ability to convert penalty corners. International commentators of the era frequently rated him among the best defenders in the world game.
After retiring from active play, Pargat Singh served in administrative and coaching roles connected with Indian hockey, including involvement with the national side as a manager and with state-level sports development. He was also Director of Sports, Punjab, in which capacity he was associated with reform of state sports infrastructure and selection systems.
Pargat Singh entered electoral politics with the Shiromani Akali Dal and was elected to the Punjab Legislative Assembly from the Jalandhar Cantonment constituency. He subsequently parted ways with the Akali Dal, was briefly associated with the Aam Aadmi Party, and later joined the Indian National Congress, retaining the Jalandhar Cantonment seat in successive contests. As a legislator he has been associated with issues relating to sports policy, education and Jalandhar's urban development.
Pargat Singh is considered a transitional figure in Indian hockey, bridging the era of grass-pitch dominance and the shift to astroturf-based international competition. He is widely cited in Punjab's sporting culture as an example of an athlete from a small village who reached the top of the international game, and his subsequent move into administration and politics has made him a recognisable public figure in Jalandhar district.
