Background

Before the creation of OUHS, medical, dental, nursing, and allied health colleges in Odisha were affiliated with general universities, principally Utkal University and other regional universities of the state. As the number of health science institutions grew and the curricular requirements of bodies such as the Medical Council of India (later the National Medical Commission), the Dental Council of India, the Indian Nursing Council, the Pharmacy Council of India, and the Central Council of Indian Medicine became more specialised, the state government considered it expedient to bring all health-related higher education under a single, dedicated university.

OUHS was constituted by an Act of the Odisha State Legislature for this purpose, following a model already adopted by several other Indian states with universities such as the Tamil Nadu Dr. M.G.R. Medical University, the Rajiv Gandhi University of Health Sciences in Karnataka, and the Maharashtra University of Health Sciences.

Functions and Academic Scope

The university discharges the standard functions of a health sciences university in India, including:

  • Affiliating government and private colleges in Odisha that offer programmes in medicine (MBBS, MD, MS), dentistry (BDS, MDS), nursing, pharmacy, physiotherapy, paramedical sciences, and Indian systems of medicine such as Ayurveda and Homoeopathy.
  • Prescribing curricula and syllabi in line with norms set by the relevant national regulatory councils.
  • Conducting university examinations, evaluating answer scripts, and awarding degrees, diplomas, and certificates.
  • Recognising postgraduate, super-speciality, fellowship, and doctoral programmes.
  • Promoting research and academic collaboration in health sciences.

Affiliated Institutions

Colleges affiliated to OUHS include the major government medical colleges of Odisha, several private medical and dental colleges, government and private nursing schools and colleges, pharmacy institutions, and colleges of Ayurveda and Homoeopathy spread across the state's districts. The university coordinates a centralised examination system for these institutions.

Governance

As a state public university, OUHS is administered through statutory authorities provided in its founding Act, typically including a Chancellor (the Governor of Odisha, ex officio in most Indian state universities), a Vice-Chancellor as the chief executive and academic officer, and bodies such as a Syndicate, Senate, Academic Council, and Board of Studies. The Department of Health and Family Welfare of the Government of Odisha is the administrative department concerned with the university.

Significance

The establishment of OUHS represents an important step in the consolidation of health sciences education in Odisha. By bringing diverse streams of medical and allied education under one umbrella, the university aims to standardise academic quality, streamline examinations, and align state-level training with national regulatory frameworks, thereby supporting the wider public health system of the state.
