Public road transport corporations in Indian states are typically constituted under the framework of the Road Transport Corporations Act, 1950, an Act of the Parliament of India that enables state governments to set up dedicated entities to provide passenger road transport services. OSRTC functions within this broad legal and administrative framework, operating under the administrative control of the state's transport department.
The corporation runs scheduled bus services on a network of intra-state routes within Odisha and on inter-state routes that link the state capital, Bhubaneswar, and other major centres such as Cuttack, Berhampur, Sambalpur, Rourkela and Balasore with destinations outside the state. Its services include ordinary, express and air-conditioned categories, catering to general commuters and long-distance travellers.
OSRTC's operations are organised through depots and bus stations across Odisha, with the Baramunda Bus Stand in Bhubaneswar serving as one of the principal terminals for long-distance services. The corporation participates in inter-state reciprocal transport agreements that permit its buses to operate into neighbouring states, and similarly allow buses from those states to ply within Odisha.
In addition to scheduled services, the corporation also undertakes contract carriage and special services on demand, and has progressively introduced online ticket booking facilities for passenger convenience.
As the principal state-run road transport operator in Odisha, OSRTC plays a role in providing affordable connectivity in regions not adequately served by rail or private operators, including parts of western and southern Odisha. It supplements the broader public transport ecosystem of the state, which also includes services run by private operators and city-level transport bodies.
