Odisha Grameen Bank is a regional rural bank (RRB) operating in the state of Odisha, India. Like other RRBs, it functions under the framework established by the Regional Rural Banks Act, 1976, with the objective of providing credit and banking services to rural households, small and marginal farmers, agricultural labourers, artisans and small entrepreneurs.

Regional rural banks were created in India following the recommendations of the Narasimham Working Group in 1975 and were formally constituted under the Regional Rural Banks Act, 1976. Each RRB is jointly owned by the Government of India, the relevant state government and a sponsor commercial bank, with shareholding in the proportion of 50:15:35 respectively. RRBs are intended to combine the local feel and familiarity of cooperative institutions with the professional and commercial outlook of scheduled commercial banks.
Odisha, with its substantial rural and agrarian population spread across coastal plains, central tableland and tribal-dominated districts, has historically been served by multiple RRBs covering different regions. The Government of India has periodically consolidated these banks through amalgamation in order to improve scale, viability and operational efficiency.

The bank is supervised by the Reserve Bank of India and inspected by the National Bank for Agriculture and Rural Development. Day-to-day administration is led by a Chairman, supported by general managers and regional offices, with policy oversight from a Board of Directors that includes nominees of the Government of India, the Government of Odisha, the sponsor bank, the RBI and NABARD.
Regional rural banks such as Odisha Grameen Bank play a key role in the institutional credit structure of rural India. They extend the reach of formal banking into semi-urban and remote areas where the presence of larger commercial banks is limited, support agricultural and allied activities, and serve as an important channel for the delivery of social security and welfare schemes. In Odisha specifically, RRBs are significant intermediaries for SHG–bank linkage programmes and for credit to tribal and backward regions.
