The North East Centre for Technology Application and Reach (NECTAR) is an autonomous body under the Department of Science and Technology, Government of India. It is mandated to leverage advanced technology and traditional knowledge for the socio-economic development of the North Eastern Region of India. The centre is headquartered in Shillong, Meghalaya, and operates across the eight states of the region: Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura.

Background

The establishment of NECTAR was driven by the recognition that the North Eastern Region, with its distinctive geography, biodiversity, ethnic diversity and developmental challenges, required a dedicated institutional mechanism to channel modern science and technology into local applications. The centre was conceived as a bridging organisation that would identify region-specific problems and deploy technological solutions in partnership with central and state agencies, academic institutions, research laboratories and community-level stakeholders.

Mandate and activities

NECTAR's work spans several thematic areas relevant to the North East. These include:

  • Geospatial applications: use of satellite remote sensing, drones and Geographic Information Systems for forestry, watershed management, disaster monitoring and infrastructure planning.
  • Bamboo and natural resources: technology interventions for value addition in bamboo, medicinal and aromatic plants, and other forest produce that form the basis of rural livelihoods.
  • Disaster management: support to state authorities in landslide assessment, flood mapping and seismic risk in a region that lies in a high-hazard zone.
  • Health technology and telemedicine: extending diagnostic and consultative reach to remote and hilly areas with limited medical infrastructure.
  • Capacity building: training programmes, skill development and knowledge transfer for state line departments, students and rural entrepreneurs.

Operational approach

The centre typically functions through project-based collaborations rather than as a degree-granting institution. Projects are commissioned in partnership with state governments, central ministries, public sector undertakings and academic institutions in the region, with NECTAR providing technical coordination, geospatial inputs and field validation. Outputs are usually shared with the sponsoring department for incorporation into governance and planning workflows.

Significance

NECTAR occupies a specific niche among institutions serving the North East by focusing on the application end of the science and technology cycle. While organisations such as research laboratories generate fundamental knowledge, NECTAR's role is to translate available technologies into deployable interventions adapted to the terrain, climate and socio-cultural context of the region. This has made it a frequent technical partner in initiatives related to the North Eastern Council and various state-level missions.
