The Mussoorie Dehradun Development Authority (MDDA) is the urban planning and development authority responsible for the Dehradun and Mussoorie urban agglomeration in the Indian state of Uttarakhand. It is a statutory body that regulates land use, building activity, layout approvals, and planned development within its notified area, which includes the state capital Dehradun, the hill station of Mussoorie, and surrounding peri-urban localities.

The MDDA functions as the principal planning authority for the Dehradun valley and the adjoining Mussoorie hills. Its responsibilities include the preparation and enforcement of the master plan, sanctioning of building plans, regularisation of unauthorised constructions where permitted, development of residential and commercial schemes, and oversight of land-use zoning. The authority also undertakes infrastructure projects such as roads, parks, parking facilities, and public amenities within its notified area.
Development authorities in India are typically constituted under state town and country planning legislation to coordinate orderly urban growth in cities that have outgrown the regulatory scope of municipal bodies. In Uttarakhand, the MDDA serves this role for the Dehradun–Mussoorie region, which has experienced rapid expansion since Dehradun became the interim capital of the new state of Uttarakhand on its formation on 9 November 2000.
The Dehradun urban agglomeration covers the Doon Valley between the Himalayan foothills and the Shivalik range, while Mussoorie lies at the higher elevations to the north. The combined area is environmentally sensitive, and planning controls administered through the MDDA address concerns related to slope stability, forest cover, water resources, and the heritage character of Mussoorie.
The authority is headed by a Vice-Chairman who serves as its chief executive, supported by a Secretary and technical wings dealing with planning, engineering, land, finance, and enforcement. Policy oversight is exercised by a governing board that typically includes representatives of the state government, local bodies, and technical departments. The authority reports to the Housing and Urban Development Department of the Government of Uttarakhand.
As Dehradun is both the capital of Uttarakhand and a major educational and administrative centre, and Mussoorie is among India's most visited hill stations, the MDDA plays a central role in shaping the built environment of a region that combines state-capital functions with tourism and ecological sensitivity. Its decisions on zoning, building height, floor area ratio, and protection of green areas have a direct bearing on urban form, traffic, and the conservation of the Doon Valley landscape.
