Technical education in Manipur historically developed through a small number of engineering and polytechnic institutions affiliated to general universities. The creation of a dedicated technical university was intended to bring uniform academic standards, focused curriculum development, and improved coordination of engineering and technology programmes within the state. MTU was constituted by an Act of the Manipur State Legislature for this purpose.
The university offers and oversees programmes in engineering and technology disciplines, typically including civil, electrical, electronics and communication, computer science, and mechanical engineering, along with diploma-level technical courses through affiliated polytechnics. Curricula are designed to align with norms prescribed by the All India Council for Technical Education (AICTE).
MTU operates as an affiliating university for selected engineering colleges and polytechnic institutes in Manipur. Governance is exercised through statutory bodies such as the Board of Management, Academic Council, and Finance Committee, with the Vice-Chancellor serving as the principal academic and executive officer. The Governor of Manipur serves as the Chancellor in keeping with the convention for state universities.
As Manipur's dedicated technical university, MTU plays a central role in shaping the state's higher technical education system. Its formation reflected a broader trend in north-eastern India of establishing specialised universities to address regional skill development needs, expand access to engineering education, and support industrial and infrastructural growth.
