Cuttack has historically served as the judicial capital of Odisha and is the seat of the Orissa High Court. The city has a long-standing tradition of legal education, with Madhusudan Law College being among the older institutions of legal training in eastern India. The establishment of a dedicated law university in Cuttack reflects both this institutional legacy and the broader Indian trend of creating specialised state law universities to expand and standardise legal education.
The university takes its name from Madhusudan Das (1848–1934), commonly referred to as Utkala Gourab ("Pride of Utkala"), who was among the earliest Indian barristers and a key advocate for the formation of a separate Odia-speaking province.
As a law-focused state university, Madhusudan Law University is oriented towards undergraduate and postgraduate programmes in law, research degrees, and continuing legal education. State law universities in India typically also offer programmes in allied areas such as legal management, policy, and human rights, alongside hosting centres for research and clinical legal education.
The university contributes to the institutional landscape of legal education in Odisha by providing a dedicated platform for law studies in the state's judicial capital. Its location in Cuttack places it in close proximity to the Orissa High Court, district courts, and the wider legal community of the city, supporting opportunities for moot courts, internships, and professional engagement.
