Maa Shakumbhari University is a state public university located in Saharanpur, in the western part of the Indian state of Uttar Pradesh. Established as an affiliating university for higher education institutions in the Saharanpur division, it is named after the goddess Shakumbhari Devi, whose ancient shrine in the Shivalik foothills is a notable regional pilgrimage site.

Higher education in the Saharanpur region was historically administered through colleges affiliated to larger universities in western Uttar Pradesh, including Chaudhary Charan Singh University, Meerut.
