The college takes its name from the Koyalanchal region — the colloquial name for the coal-mining belt of Jharkhand centred on Dhanbad — and from Sanjay Gandhi, the Indian politician whose memory has been commemorated through several public institutions across the country. Nirsa, where the college is located, is a town and assembly constituency in the eastern part of Dhanbad district, close to the border with West Bengal.
As a constituent or affiliated college within the Jharkhand higher-education framework, the institution provides undergraduate programmes in arts, science and commerce streams typical of state-affiliated colleges in the region. Students appear for examinations under the parent university to which the college is affiliated.
Nirsa lies on the National Highway corridor connecting Dhanbad with Asansol, and is part of one of India's most densely industrialised mining areas. Educational institutions in this belt, including this college, primarily cater to first-generation learners and students from families employed in coal mining, allied industries and agriculture.
