City bus SPVs such as KCTSL were set up by several Indian municipalities during the implementation of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), under which the Government of India funded the procurement of modern urban buses for participating cities. Under this framework, state and city authorities were required to constitute dedicated urban transport companies to operate the new fleet, separating city bus operations from long-distance state transport corporation services.
In Kanpur, KCTSL was constituted to receive and operate the city buses sanctioned for the city under this scheme, with the objective of providing an organised, scheduled and affordable public bus network within the metropolitan area. The company operates in coordination with civic and state-level transport bodies, including the municipal corporation and UPSRTC.
KCTSL runs city bus routes connecting major nodes of Kanpur such as railway stations, bus terminals, educational institutions, industrial areas and residential neighbourhoods. The fleet has historically included standard and low-floor buses procured under central urban transport funding schemes, with later additions of cleaner-fuel and electric buses introduced under successor programmes such as the FAME India scheme of the Ministry of Heavy Industries.
As one of Uttar Pradesh's larger industrial and educational centres, Kanpur has substantial daily commuter demand. KCTSL plays a role in providing a formal public transport alternative to private intermediate modes such as auto-rickshaws and tempos, and contributes to objectives of reducing congestion and vehicular emissions in the city.
