Kagal is situated in the southern part of Kolhapur district, on the Deccan plateau. It lies along National Highway 48 (the Pune–Bengaluru corridor), which connects it to Kolhapur city to the north and to Nipani and Belagavi (Karnataka) to the south. The terrain around the town is gently undulating and forms part of the sugarcane belt of the Krishna and Doodhganga river basins, with irrigation supporting an agricultural economy dominated by sugarcane, rice, soybean and groundnut.
Historically, Kagal was the chief seat of the Ghatge family, who held it as a senior jagir under the Maratha princely state of Kolhapur. The most prominent figure associated with the town is Jaisingrao Ghatge, whose son was adopted into the Kolhapur royal family and became Chhatrapati Shahu Maharaj of Kolhapur, the social reformer ruler. Through this connection Kagal occupies a distinct place in the social and political history of the Kolhapur region.
After the integration of the princely states into the Indian Union in 1949, Kagal became part of Bombay State and, following the linguistic reorganisation of 1960, of Maharashtra. It was constituted as the headquarters of Kagal taluka within Kolhapur district.
Civic administration in the town is carried out by the Kagal Municipal Council. The town is the administrative centre of Kagal taluka, which contains a number of villages and includes the offices of the tehsildar, panchayat samiti and other line departments. For parliamentary elections Kagal forms part of the Kolhapur Lok Sabha constituency, and it has its own Kagal seat in the Maharashtra Legislative Assembly.
Kagal is the location of the Kagal–Hatkanangle Five Star Industrial Area, developed by MIDC as one of the largest industrial estates in western Maharashtra. The estate hosts units in automotive components, foundry, textiles, food processing and engineering. Notable industrial occupants in the area include manufacturing facilities linked to companies such as Raymond and various automobile component suppliers serving original equipment manufacturers.
The taluka is part of the sugarcane belt of southern Maharashtra, and cooperative sugar factories play a significant role in the local economy. The Shree Chhatrapati Shahu Sahakari Sakhar Karkhana, located in the Kagal area, is one of the well-known cooperative sugar mills of the region and supports the wider rural economy through cane procurement and allied activities.
Kagal has a network of Marathi-medium schools run by the Zilla Parishad and private trusts, along with junior colleges and technical institutes serving the surrounding rural area. The town's cultural life reflects the broader traditions of Kolhapur, including festivals associated with the goddess Mahalakshmi (Ambabai) of
