Himachal Pradesh University (HPU) is a state public university located in Shimla, the capital of the Indian state of Himachal Pradesh. Established to serve as the principal centre of higher education in the state, it functions as an affiliating, teaching and research university with constituent and affiliated colleges spread across Himachal Pradesh.

The university is situated on the Summer Hill campus in Shimla, on the western edge of the city near the Indian Institute of Advanced Study. It offers programmes in the arts, sciences, commerce, management, law, education, and a range of professional and vocational disciplines, both through teaching departments on its main campus and through a wide network of affiliated colleges across the hill state.
Himachal Pradesh attained full statehood in 1971, and the establishment of a dedicated state university followed soon afterwards as part of the broader expansion of higher education in the region. Before this, colleges in the area were affiliated to universities outside the state. HPU was created to consolidate higher education within Himachal Pradesh and to support teaching, research and academic administration tailored to the needs of the hill state.
The university is organised into multiple faculties and teaching departments covering disciplines such as:
HPU conducts undergraduate, postgraduate, M.Phil. and Ph.D. programmes, and serves as the affiliating body for a large number of government and private degree colleges in Himachal Pradesh. It also operates a directorate of distance education for off-campus learners.
The main campus at Summer Hill houses the administrative offices, academic departments, central library, hostels and sporting facilities. The location, on the forested ridges above Shimla, gives the campus a characteristic Himalayan setting. The university also runs regional centres and study centres in other parts of the state to widen access to higher education in the more remote districts.
As a state university, HPU is governed under a state legislative framework, with the Governor of Himachal Pradesh serving as the Visitor. Academic and administrative affairs are managed through statutory bodies including the Court, the Executive Council and the Academic Council, headed by a Vice-Chancellor.
Himachal Pradesh University is the oldest and largest multi-faculty university in the state and plays a central role in producing graduates for the state administration, school and college teaching cadres, the judiciary, and professional services in the region. Through its affiliating function, it shapes curricula and examination standards for higher education across most of Himachal Pradesh.
