Hemwati Nandan Bahuguna Garhwal University is a central university located in Srinagar, in the Pauri Garhwal district of Uttarakhand, India. It is one of the principal institutions of higher education in the Garhwal Himalayan region and serves as a major centre for teaching and research in the hill districts of the state. The university is named after Hemwati Nandan Bahuguna, a former Chief Minister of Uttar Pradesh and a prominent political figure from the Garhwal region.

The university was established as a state university to cater to the educational needs of the Garhwal division, an area historically underserved by higher educational infrastructure due to its mountainous terrain. It was later renamed in honour of Hemwati Nandan Bahuguna following his death. The institution was subsequently granted central university status by an Act of Parliament, bringing it under the funding and regulatory framework of the Government of India.
The university operates from a multi-campus structure spread across the Garhwal region. Its main campus is located at Srinagar (Garhwal), with additional campuses at Pauri and Tehri. The university also has a network of affiliated and constituent colleges that extend its academic reach across the hill districts of Uttarakhand.
