Haveri University is a state public university located in Haveri, in the northern part of the Indian state of Karnataka. It was established by the Government of Karnataka to serve as an affiliating and teaching university for higher education in Haveri district, an area previously served by Karnatak University, Dharwad.

Haveri district was carved out of the larger Dharwad district in 1997. For many years thereafter, colleges in the district remained under the affiliation of Karnatak University in Dharwad. The creation of a separate university for Haveri was part of a broader policy by the Government of Karnataka to bifurcate older, large affiliating universities and create district-level universities to improve administrative reach and access to higher education.
As a state public university, Haveri University functions as an affiliating institution for degree colleges located within its territorial jurisdiction in Haveri district. It is responsible for prescribing curricula, conducting examinations, and awarding degrees in undergraduate and postgraduate programmes offered by its affiliated colleges, alongside any teaching departments it operates on its own campus.
The establishment of Haveri University is significant in the context of higher education policy in Karnataka, where several new district universities have been created in the 2010s and 2020s, including those at Bagalkot, Chamarajanagar, Hassan, Koppal, Mandya and Bidar. These institutions are intended to decentralise the affiliation system, reduce the burden on older universities, and bring administrative and academic services closer to students in non-metropolitan districts.
