Goa University is a state public university located in the state of Goa on the west coast of India. It is the principal affiliating, teaching and research university for higher education in Goa, and its main campus is situated at Taleigao Plateau in North Goa, near the state capital Panaji.

Before the establishment of Goa University, colleges in Goa, Daman and Diu were affiliated to the University of Bombay. After Goa attained statehood, a dedicated university was set up to address the higher education needs of the region, take over affiliation of existing colleges, and develop postgraduate teaching and research within the state.
The main campus is spread over the Taleigao Plateau on the outskirts of Panaji, overlooking the Zuari estuary. The campus houses academic departments, administrative offices, the central library, hostels, and research facilities. Affiliated colleges of the university are distributed across the districts of North Goa and South Goa.
The university offers postgraduate programmes, doctoral research, and select undergraduate and integrated programmes through its schools and departments. Disciplines covered include the natural sciences, social sciences, humanities, languages and literature, commerce, management, law, and engineering. Affiliated colleges, including arts, science, commerce, education, and professional institutions in Goa, conduct undergraduate teaching under the academic framework of the university.
Goa University supports research across its science and humanities departments, with notable activity in marine sciences, biotechnology, microbiology, and Konkani and Portuguese studies, reflecting the geographical and cultural context of Goa. The university collaborates with national research institutions located in or near Goa, including bodies engaged in oceanography and other scientific fields.
As a state university, Goa University is governed under the relevant state legislation enacted by the Government of Goa. The Governor of Goa serves in the role of Chancellor in the ceremonial head capacity, while the Vice-Chancellor is the principal academic and executive officer. Statutory bodies such as the Executive Council, Academic Council, and Court oversee policy, academic standards, and administration.
Goa University is the apex body for higher education in the state and plays a central role in shaping academic standards, research culture, and skilled human resources in Goa. By hosting departments dedicated to Konkani, Portuguese, and Marathi alongside scientific and professional disciplines, it also contributes to the preservation and study of Goa's linguistic and cultural heritage.
