Fly91 was promoted by aviation industry professionals with prior experience in Indian carriers, with Manoj Chacko among its founding leadership. The airline operates under the corporate entity Just Udo Aviation Private Limited. Its business plan focuses on tier-2 and tier-3 cities, an area encouraged by the Government of India's regional connectivity scheme, UDAN (Ude Desh ka Aam Nagrik).
