The university was established by the Government of Uttar Pradesh through an Act of the State Legislature to coordinate and regulate technical education in the state. Originally founded as Uttar Pradesh Technical University (UPTU), the institution was later renamed Gautam Buddh Technical University (GBTU) following an administrative reorganisation that briefly created a separate Mahamaya Technical University (MTU) for the western region of the state. The two universities were subsequently merged back into a single entity, which was eventually renamed in honour of Dr. A. P. J. Abdul Kalam.
