Dilip Tirkey was born on 25 November 1977 in Saunamara, a village in the Sundargarh district of western Odisha, a region long known as a nursery of Indian hockey, particularly among its tribal communities. He was introduced to the game in his early school years and developed his skills on the rough fields characteristic of the region, before moving up through district and state-level tournaments.
Tirkey first came into the national reckoning in the mid-1990s. He made his senior debut for India in 1995 and quickly established himself as a dependable defender. His ability to read the game, time tackles cleanly and convert penalty corners through powerful drag-flicks made him an automatic choice in the Indian backline.
Tirkey represented India in three consecutive Olympic Games: Atlanta 1996, Sydney 2000 and Athens 2004. He was a member of the Indian squads that competed in multiple editions of the Hockey World Cup, the Champions Trophy, the Asian Games and the Commonwealth Games.
Tirkey captained the Indian national team during the mid-2000s, leading the side in several major tournaments. He is among the relatively small group of Indian players to have crossed 400 international caps, and is often cited as one of the most-capped Indian hockey players.
At the domestic level, Tirkey represented Indian Railways and other institutional teams in the senior nationals. With the launch of franchise-based hockey in India, he featured in the World Series Hockey and was associated with sides in the early seasons of the Hockey India League, including in mentoring and franchise roles.
After retiring from active international hockey, Tirkey entered public life. He was nominated as a Member of Parliament in the Rajya Sabha from Odisha as a representative of the Biju Janata Dal (BJD), serving a term from 2012 to 2018. During his parliamentary tenure he was associated with discussions on sports development, tribal welfare and infrastructure in Odisha.
In 2022, Tirkey was elected unopposed as the President of Hockey India, the national governing body for the sport, becoming the first Olympian to hold the position. His election came at a time when Odisha had emerged as the principal hub of Indian hockey, hosting major events including the men's FIH Hockey World Cup in 2018 and 2023, with venues at the Kalinga Stadium in Bhubaneswar and the Birsa Munda International Hockey Stadium in Rourkela, the latter located close to his home district.
