The university traces its conceptual origins to the work of Pandit Shriram Sharma Acharya (1911–1990), a reformer and writer associated with the Gayatri Pariwar, who envisioned an academic institution dedicated to combining modern scientific learning with the study of Indian heritage, ethics, and spirituality. The movement's headquarters at Shantikunj in Haridwar later became the base for the university campus.
Dev Sanskriti Vishwavidyalaya was established as a private university by an Act of the State Legislature of Uttarakhand. It is recognised by the University Grants Commission (UGC) under the relevant provisions governing private universities in India.
