The Centre for Excellence in Telecom Technology and Management (CETTM) is a training and capacity-building institution operated by Mahanagar Telephone Nigam Limited (MTNL), a public sector telecommunications undertaking under the Government of India. CETTM was established by MTNL to consolidate its in-house training activities and to develop a dedicated facility for skill development in telecommunications. MTNL itself was incorporated in 1986 to provide telecom services in the metropolitan areas of Mumbai and Delhi, after these networks were carved out of the then Department of Telecommunications. As the telecom sector in India underwent rapid technological change through the 1990s and 2000s, MTNL expanded its training infrastructure to address evolving requirements in switching, transmission, mobile networks, and IT-enabled services.
