Gujarat's eastern districts, including Narmada, Dahod, Chhota Udepur, the Dangs, Tapi and parts of Valsad, have substantial Scheduled Tribe populations. Higher education enrolment in these districts has historically lagged behind the state average. The establishment of a dedicated tribal university was intended to address this gap by providing academic, vocational and research opportunities tailored to the needs of tribal communities, and by serving as a regional centre of higher learning.
The university is situated in Narmada district, which lies in southeastern Gujarat along the Narmada river and shares boundaries with Bharuch, Vadodara, Chhota Udepur, Tapi and Surat districts, as well as parts of Maharashtra. The district headquarters is Rajpipla. The region is largely tribal in demographic composition and forms part of the broader Adivasi belt of western India.
As a state public university, Birsa Munda Tribal University comes under the higher education framework of the Government of Gujarat and is recognised within the Indian university system. Its mandate is oriented toward the educational development of tribal youth, with attention to subjects relevant to the social, cultural and economic context of the region.
The university is among a small group of higher education institutions in India specifically dedicated to the advancement of tribal communities. By bearing the name of Birsa Munda, the institution reflects the wider recognition in Indian public life of tribal leaders and movements. It also forms part of Gujarat's strategy to decentralise higher education and create regional universities outside the traditional academic hubs of Ahmedabad, Vadodara and Surat.
