Cricket in Odisha is administered by the Odisha Cricket Association (OCA), which is headquartered in Cuttack and oversees the state's senior men's side. Samantray came through this state pathway, joining a long line of Odisha cricketers who have played at the first-class level for the side, whose principal home venue is the Barabati Stadium in Cuttack.
Samantray has featured for Odisha in BCCI-organised domestic tournaments, contributing as a top- or middle-order batsman. His appearances span the longer Ranji Trophy format as well as the limited-overs Vijay Hazare Trophy (List A) and the Syed Mushtaq Ali Trophy (Twenty20).
As one of the cricketers to have represented Odisha in senior domestic competition, Samantray forms part of the broader development of cricket in eastern India, a region historically overshadowed by traditionally stronger sides such as Bengal and Mumbai but increasingly competitive on the national domestic stage.
