Background

Before the creation of a dedicated health sciences university, medical, dental and nursing colleges in Bihar were affiliated to general state universities, principally Aryabhatta Knowledge University in Patna and other regional universities. With the rapid expansion of medical education in India and the need for a single specialised body to oversee curricula, examinations and academic standards in the health professions, the Government of Bihar moved to consolidate health sciences education under a dedicated university, in line with similar institutions established earlier in other states.

Mandate and functions

As a health sciences university, the institution is intended to:

  • Affiliate government and private medical, dental, nursing, pharmacy, physiotherapy and paramedical colleges in Bihar.
  • Frame and standardise syllabi and curricula across affiliated institutions.
  • Conduct university examinations and award degrees, diplomas and certificates in the health sciences.
  • Regulate academic standards and promote research in medicine and allied disciplines.
  • Coordinate with national regulators such as the National Medical Commission, the Dental Council of India, the Indian Nursing Council and the Pharmacy Council of India.

Significance

The establishment of a dedicated health sciences university is regarded as a structural reform in Bihar's higher education sector. By bringing health professions education under one umbrella, it is expected to streamline accreditation, improve uniformity in evaluation, and support the expansion of medical seats in a state with one of India's largest populations and a historically high doctor-to-patient ratio gap.
