Bhubaneswar, planned as the modern capital of Odisha after India's independence, expanded rapidly through the late twentieth century, generating demand for an organised intra-city bus network. Earlier city bus services in the capital region were operated through arrangements involving the Bhubaneswar–Puri–Cuttack Transport Services Limited (BPCTSL), which managed routes connecting the three principal cities of the region. Over time, governance of city transport was reorganised under CRUT to provide a more integrated service across the capital region.
The service operates fixed-route buses linking residential neighbourhoods, educational institutions, hospitals, government offices, the Biju Patnaik International Airport, the Bhubaneswar Railway Station and inter-state bus terminals. Routes also extend beyond the city limits to Cuttack and Puri, allowing the network to function as a regional commuter system rather than a strictly municipal one.
Under the Mo Bus branding (literally "My Bus" in Odia), the operator has progressively introduced low-floor and air-conditioned buses, electronic ticketing, GPS-based vehicle tracking, and a mobile application for route information and fare payment. The service has been recognised in Indian urban transport circles for its initiatives in passenger information systems and the deployment of women conductors and crew, branded as the "Mo Bus Sathi" programme.
As the principal organised public transport mode in the Odisha capital region, Bhubaneswar City Bus plays a central role in mobility for students, government employees, and daily commuters. Its expansion into Cuttack and Puri has supported the integration of the three cities into a single functional urban region, and the Mo Bus initiative has been cited in discussions on urban transport reform in tier-two Indian cities.
