The university takes its name from Bhagat Phool Singh, a social reformer associated with the cause of women's education in the region. The institution traces its origins to the Bhagat Phool Singh Memorial educational complex at Khanpur Kalan, which had developed over decades into a cluster of colleges serving rural girls in the Sonipat–Gohana belt. The campus was elevated to the status of a state women's university by an Act of the Haryana Legislative Assembly, making it a public university funded and regulated by the Government of Haryana.
The main campus lies at Khanpur Kalan, on the road between Sonipat and Gohana, in the agriculturally significant region of southern Haryana. Sonipat district forms part of the National Capital Region, and the university is connected by road to Delhi, Rohtak, and Panipat. The campus retains the older Bhagat Phool Singh Memorial institutions alongside newer university teaching departments, hostels, and research facilities.
BPSMV functions through teaching departments and affiliated/constituent institutions offering undergraduate, postgraduate, and doctoral programmes. Areas of study generally include:
Admissions are conducted through entrance examinations and merit-based processes laid down by the university and the state government. The university is recognised by the University Grants Commission (UGC).
As a state university, BPSMV is headed by a Vice-Chancellor appointed by the Governor of Haryana, who serves as the Chancellor. Statutory bodies such as the Executive Council, Academic Council, and Finance Committee oversee administration and academic policy in line with the university's founding Act and its statutes.
The university is significant as one of the principal institutions providing exclusive higher education for women in Haryana, a state with historically skewed gender ratios and disparities in female literacy. By offering professional and technical courses on a single women-only campus in a largely rural setting, BPSMV plays a role in expanding access to higher education for first-generation women learners from the surrounding districts.
