The station forms part of the Konkan Railway, a route built to link the western coastal belt of Maharashtra, Goa and Karnataka. The Konkan Railway Corporation Limited (KRCL), incorporated in 1990, completed the line through Goa in the mid-1990s, opening up direct rail connectivity along the previously unconnected Konkan coast. Stations such as Balli were established as part of this project to serve the rural hinterland of South Goa.
Balli is situated in the southern part of Goa, in an area characterised by paddy fields, coconut groves and the surrounding Western Ghats foothills. The station provides rail access to nearby settlements in Quepem and Canacona talukas, and lies between the larger junction at Madgaon to the north and Canacona to the south on the Konkan Railway alignment. The route as a whole is a single-line, electrified corridor that handles both passenger and freight traffic.
As a wayside halt on the Konkan Railway, Balli station mainly serves local commuters and passengers travelling on regional passenger services along the Goa stretch of the line. It supplements road-based connectivity in the Quepem–Canacona belt and provides onward links via Madgaon, the principal railway hub of Goa.
