The university is named in honour of Atal Bihari Vajpayee, the former Prime Minister of India, who played a role in the political processes that led to the creation of the state of Chhattisgarh in November 2000. As a state university, it was constituted under an Act of the Chhattisgarh Legislative Assembly and operates under the higher education framework of the Government of Chhattisgarh.
Bilaspur, where the university is headquartered, is one of the principal cities of Chhattisgarh and a long-standing centre of higher education in the region. The creation of a separate university in Bilaspur was intended to ease the academic load on existing universities in the state and to expand access to undergraduate and postgraduate education in central Chhattisgarh.
ABVV runs postgraduate teaching departments on its own campus and grants affiliation to colleges in its jurisdiction, which conduct undergraduate and postgraduate programmes under the university's curriculum. Common academic streams associated with such state universities include arts, science, commerce, education, law, management and social sciences. The university conducts examinations, awards degrees and oversees academic standards in its affiliated colleges.
As one of the state public universities of Chhattisgarh, ABVV is a major centre for higher education for students from Bilaspur and surrounding districts. Its affiliating role makes it an important administrative body in the regional college system, while its named association with Atal Bihari Vajpayee gives it symbolic significance in the state's post-2000 institutional landscape.
