Singh hails from Bihar and built his political career largely in the context of the state's post-Mandal political realignment, in which regional parties such as the RJD emerged as dominant forces alongside the Congress. He has been active in both legislative and party-organisational roles.
Singh was elected to the Lok Sabha from Bihar, representing his constituency in the lower house of the Indian Parliament. During this phase of his career he was associated with the RJD, then led by Lalu Prasad Yadav, which was a major partner in coalition politics at the Centre and dominant in Bihar.
Singh served as a Union Minister of State in the Government of India during the United Progressive Alliance (UPA) period, holding charge in the agriculture portfolio.
Singh later joined the Indian National Congress, where he was given organisational responsibility for the party's unit in Bihar. As state Congress chief, he has been involved in seat-sharing negotiations and coalition arrangements with allies in the Mahagathbandhan, including the RJD.
He was subsequently elected to the Rajya Sabha from Bihar on a Congress ticket, with the support of allied parties in the state legislature, returning him to Parliament in the upper house.
Singh's career illustrates the fluid relationship between the Congress and regional parties in Bihar, where coalition arithmetic and shared opposition to the National Democratic Alliance have shaped political mobility. His dual experience in the RJD and the Congress has made him a notable figure in inter-party negotiations within the state's opposition bloc.
