Born in 1952, Mannan built his political career in West Bengal, a state where the Indian National Congress has historically been an influential force, particularly before the rise of the Left Front and, later, the All India Trinamool Congress. He has been associated with the Congress party for much of his public life and has been involved in its organisational affairs in the state.
Mannan was elected as a Member of the Legislative Assembly (MLA) of West Bengal in the 2016 general election to the state assembly. The 2016 election was contested by the Congress in alliance with the Left Front against the ruling All India Trinamool Congress and the Bharatiya Janata Party.
Following the election, Mannan emerged as a prominent voice of the Congress in the assembly. He served as the Leader of the Opposition in the West Bengal Legislative Assembly during the 2016–2021 term, representing the Congress Legislature Party in the House.
As Leader of the Opposition, Mannan was one of the senior-most Congress legislators in West Bengal during a period when the party's strength in the state assembly had diminished considerably. His tenure coincided with the consolidation of the Trinamool Congress in the state and a series of political realignments involving the Congress, the Left parties and the BJP.
