Anil Kumar belongs to Kerala's Congress political tradition and has been associated with the party's organisational and electoral work in the Malabar region. His political base lies in the Wandoor Assembly constituency, which is a reserved (SC) seat in Malappuram district adjoining Wayanad.
Anil Kumar has been elected to the Kerala Legislative Assembly from the Wandoor constituency on the Indian National Congress ticket. As a legislator, he has taken part in the work of assembly committees and in constituency-level developmental matters relating to scheduled caste welfare, education and rural infrastructure in the Malappuram–Wayanad belt.
During the United Democratic Front (UDF) government in Kerala led by Chief Minister Oommen Chandy (2011–2016), Anil Kumar served as a Minister in the state cabinet, with responsibilities relating to welfare portfolios. In this capacity he was associated with departments dealing with the welfare of Scheduled Castes, Scheduled Tribes and other backward communities, as well as related social-justice programmes implemented by the Government of Kerala.
As a Dalit legislator from the Congress in Kerala, Anil Kumar represents a section of the party's leadership drawn from reserved constituencies. His work has been linked to questions of representation of Scheduled Caste communities within mainstream political parties and the implementation of welfare schemes targeted at marginalised groups in the state.
